GSO ECE 78:2016 Scope
This Regulation applies to vehicles of categories L1, L2, L3, L4 and L5. 1/
These categories do not include:
(a) Vehicles with a Vmax of < 25 km/h;
(b) Vehicles equipped for disabled riders.
